Recently, Huizhou Natural Resources Bureau issued the notice of Huizhou Natural Resources Bureau on printing and distributing the implementation measures for financial subsidies for adding elevators to existing residential buildings in Huizhou City (Hui Shi Zi Zi [2022] No. 304, hereinafter referred to as the implementation measures).
According to the implementation measures, if elevators are added to existing residences in Huizhou urban area (including Huicheng District, Huiyang District, Daya Bay Development Zone and Zhongkai high tech Zone), a subsidy of 50000 yuan will be given for each elevator, which will be paid after construction. It will be implemented from July 1st, 2022 and will be valid for 5 years.
It is understood that the "installation of elevators" has been written into the government work report for many consecutive years since 2018. Since then, many cities in China have issued policies to include the installation of elevators in the new round of urban construction action plan, and increase government financial subsidies. In this context, the former Huizhou housing and urban rural planning and Construction Bureau issued and implemented the measures for the administration of adding elevators to existing residential buildings in Huizhou urban area and the measures for the implementation of financial subsidies for adding elevators to existing residential buildings in Huizhou urban area (Hui Shi GUI Jian [2018] No. 20, hereinafter referred to as the measures).
The new "implementation measures" is a continuation of the subsidy policy of the original "measures" issued in 2018, and has been revised and improved in terms of fund management and other contents. The people of our city, especially the owners of old residential areas and the elderly, have strong appeals for the addition of elevators. The issuance and implementation of the implementation measures has alleviated the economic pressure of the owners who intend to add elevators to existing residential buildings to a certain extent, and increased support for the addition of elevators to existing residential buildings in our city.
Implementation measures for financial subsidies for adding elevators to existing residences in Huizhou City:
Article 7 subsidy standards for adding elevators to existing residences:
(1) Subsidy of 50000 yuan for each additional elevator;
(2) If the existing residence without elevator installed in the original elevator shaft adds an elevator, the subsidy amount will be halved.
Article 8 the subsidy funds shall be shared by all the investors of the new elevator, and shall be distributed in the principle of building first and then supplementing. After the completion acceptance procedures and the use registration of special equipment (elevators) for the additional elevators in the existing residential buildings are completed, the owners of the additional elevators jointly entrust an owner representative to submit a subsidy application to the district level natural resources (urban and rural planning) competent department with the following materials (all copies need to be stamped with the official seal of the unit or signed by the applicant for confirmation according to the fingerprint, and provide the original for verification, and the original will be returned after verification):
(1) Application form for additional elevator subsidy funds for existing residential buildings in Huizhou City;
(2) Add the power of attorney of the owner's representative jointly elected by all the investors of the elevator and the ID card of the trustee (copy);
(3) Planning permission and completion acceptance materials (copies);
(4) Special equipment use registration certificate issued by the market supervision and administration department (copy);
(5) Elevator supervision and inspection report issued by the inspection agency (copy);
(6) The urban construction archives management institution accepts the receipt of archives;
(7) Add a bank account designated by all investors of the elevator (copy of the front and back of the bank card).
